U.S.-CHINA RELATIONS
Strategic competition is the frame through which the United States views its relationshipwiththe People’s Republic of China(PRC).The United States will addressits relationship withthe PRCfrom a position of strength in which we work closely with our allies and partnersto defend our interests and values.Wewill advanceoureconomic interests, counterBeijing’saggressive and coercive actions, sustain key military advantagesand vital security partnerships,re-engage robustly in the UN system,and stand upto Beijing whenPRCauthorities are violatinghuman rights and fundamental freedoms.When it isinourinterest, the United States will conduct results-oriented diplomacy with China on shared challenges such as climate change andglobal publichealth crises.
U.S. Assistance to China
Congressionally-mandated U.S. assistance programs in China focus on six principal areas: supporting efforts to protect and preserve Tibetan cultureand promote sustainable livelihoods and market integration in Tibetan communities; building local capacity in targeted Tibetan communities to assess natural resource management issues and appropriately sustain natural resource-based livelihood options; advancing environmental standards and protectionsand market-based reforms supporting the environment; advancing the rule of law and human rights; addressing the threat of pandemic diseases; andaddressingdrug trafficking,whichprimarilyfocuses onfentanyl andmethamphetamine, their analogues,andtheirprecursorchemicals.
Bilateral Economic Relations
Theeconomic dimension of U.S.-China competition is crucial. The Biden-Harris administration is firmly committed to taking on thePRC’sabusive, unfair, and illegal practices.U.S. economic policies begin with investing at home and protectingAmerican workers and businesses.TheUnited States is firmly committed tomaintainingitsedgebyinvesting inU.S.technologyand scientificinnovationswithoutsupportingthe PRC’smalign activities.We will work together with democratic alliesgloballyto develop a common agenda to push back against the PRC’s abusive and coercive economic practicesin thetradespace,in the technology space,andinregards tohuman rights.
China’s Membership in International Organizations
The People’s Republic of China assumed the China seat at the United Nations in 1971, replacing Taiwan, and is a permanent member of the UN Security Council.Over the years, China has become increasinglyassertivein multilateral organizations, particularly in the United Nations and in various regional fora.
