That fee, for a McKinsey senior engagement director on the project, is worth $4 million over 250 working days in a year and dwarfs the $864,580 salary set down for the future Services Australia department boss.

The daily rate for a McKinsey associate partner working as engagement director ranges from $10,000 to more than $13,000, ahead of a McKinsey engagement manager's daily rate of $9000 to $10,000 and the firm's consultants (associate/business analyst) rate of between $660 to about $5500.

McKinsey will act as prime contractor, charged with developing a “substantial reform program” based on the Services NSW agency, with KPMG assistingas subcontractor in a "one-team approach" under taskforce leader and former secretary of the NSW Department of Finance, Services and Innovation, Martin Hoffman.

McKinsey and KPMG declined to comment. A Department of Human Services spokesman said: "Procurement decisions made by the department are made in accordance with the Commonwealth Procurement Rules."

Privatisation inquiry

The Department of Human Services' contract notice, published on Monday, describes the work of the firms as "Business Advisory Services". The only additional details include the contract price of $858,000, the contract duration and the reason for the consultancy being the "need for independent research or assessment".

The revelation of the details of the pitch comes as KPMG and its big four rivals, Deloitte, EY and PwC, along with other consultants such as McKinsey and Accenture and other service providers, face scrutiny from a parliamentary inquiry into the federal government's use of outsourcing providers and contractors.

The Labor-backed inquiry is specifically looking at the "broader outsourcing of functions in the Human Services portfolio" along with a host of other privatisation programs.

The core Services Australia strategy team put forward to the government includes McKinsey partners Damien Bruce and Jules Carrigan, McKinsey associate partner Victor Finke, McKinsey manager Melanie Brown and KPMG partner Dean Grandy.

A range of other consultants from both firms are also offered up on an on-call basis with the locals physically present each week and the overseas consultants virtually present each week.

Wise counsel, fresh thinking

The pitch document states that the strategy work requires a mix of fresh thinking and wise counsel. McKinsey andKPMG state that their consultants have a distinctive vision to help transform the way the public interacts with the government.

They also argue their consultants have a good understanding of the government's customer service objectives, can hit the ground running and provide Prime Minister Scott Morrison with quick wins to realise his vision.

The firms were engaged through a Commonwealth Business Advisory Panel, established in an open approach to the market. The deadline for the work is August 23.

Announcing Mr Hoffman's appointment last month, Government Services Minister Stuart Robert said the new agency would "put people at the centre of government".

"Over the next six weeks, Mr Hoffman and his team will develop a comprehensive strategic plan to deliver on our commitment to service delivery reform for the benefit of all Australians," he said.
