Medicaid and the Children’s HealthInsurance Program (CHIP) provide free or low-cost health coverage to some low-income people, families and children, pregnant women, the elderly, and people with disabilities.
Some states expanded their Medicaid programs to cover all people below certain income levels.

Even if you don't qualify for Medicaid based on income, you should apply. You may qualify for your state's program, especially if you have children, are pregnant, or have a disability. You can apply for Medicaid and CHIP any time of year.
Apply for Medicaid and CHIP 2 ways
1. Fill out an application through the Marketplace
If it looks like anyone in your household qualifies for Medicaid or CHIP, we’ll send your information to your state agency. They’ll contact you about enrollment.
When you submit your Marketplace application, you’ll also find out if you qualify for costsavings on a Marketplace plan. Plans may be more affordable than you think.
Across Pennsylvania, from our rural communities to our urban centers, kids rely on Medicaid and the Children's Health Insurance Program (CHIP) for their comprehensive health insurance, including more than 1.2 million children enrolled in Medicaid and more than 151,000 children enrolled in CHIP.
CHIP provides low-cost health coverage to children in families that earn too much money to qualify for Medicaid. In some states, CHIP covers pregnant women.
This income limit, now $2,829/month, normally changes on January 1st of each year. This monthly figure represents 300% of the federal SSI benefit amount and is usually revised upwards each year due to inflation. $2,829 is the income threshold amount for 2024.
What fees and charges apply with Chip? There are no monthly or annual fees on any of Chip's deposit savings accounts. But if savers want a regular recurring saving amount there is a 25p per save charge, and the autosave feature (which uses AI) charges 45p per save transaction.
CHIP provides federal funds for states to provide health care coverage to eligible low-income uninsured children and pregnant women whose income is too high to qualify for Medicaid.
The Children's Health Insurance Program (CHIP) was signed into law in 1997 and provides federal matching funds to states to provide health coverage to children in families with incomes too high to qualify for Medicaid, but who can't afford private coverage.
83,387,167 individuals were enrolled in Medicaid and CHIP in the 51 states and the District of Columbia that reported enrollment data for February 2024. 76,289,951 individuals were enrolled in Medicaid. 7,097,216 individuals were enrolled in CHIP.
As of December 2022, there were 2,860,399 Pennsylvania residents enrolled in Medicare. That's more than 22% of the state's population, versus about 19% of all U.S. residents enrolled in Medicare.
