How long can a U.S. Citizen stay in Jamaica on a Tourist Visa. Also after this time expires how long do they have to wait before they go back to the country?

You can stay for 6 months on a tourist visa. Once it expires. Technically you are supposed to leave for 6 months.

For initial entry into Jamaica, no tourist visa is required and the maximum time allotted is 90 days. You can extend for 90 days by visiting the Passport, Immigration and Citizenship Agency (PICA) at 25c Constant Spring Road in Kingston or at Overton Plaza, 49 Union Street, Montego Bay. There is a fee for extending.
Last time I checked, you, as a US citizen, can stay "only" 6 months in Jamaica yearly.
There are other visas that allow longer stays.

Note the following which is copied from the embassy website
"Travellers are also advised that the period of stay is granted at the discretion of the Jamaican Immigration authorities"
When you arrive in Jamaica as a normal tourist the immigration agent will stamp your passport and write the exact date on which the visa expires. There are other visas so see the website listed above for details.

All above answers do not answer your question which is simply: THREE MONTHS. You can extend it for up to 6 months...you must go to Montego Bay to immigration there and REQUEST an extension and pay for it (last I heard it was 10,000JMD but it might have gone up). They can deny that request (that is at their discretion) but I've never heard of them doing so.
As a non-resident you may only stay on the island for a total of 180 days (6 months). That does not have to be consecutive but they will count and turn you back if it comes out to 61 or more.
