Is there a way to know if a text is coming from Scotland when the phone number is from New York? In otherwords, is he really out of the country?

Hello @MissyMD
If the other user is roaming internationally and texts you from their device while traveling abroad, then you will see their domestic number, the same as if they were in the country.
As far as being able to view routing information of the text to see where it came from geographically, that is not available.
