Which is better Batumi or Tbilisi?
Depending on what you want, you may choose Tbilisi or Batumi. If you want the seaside, the beach, and you prefer a resort atmosphere, then Batumi would be the better choice. If you're keen on culture, museums, old architecture, and you like to have urban experience, then Tbilisi is a good destination for you.
It depends what you like and expect from your vacation: if explore Georgian culture and history - then I would say Tbilisi, if some summer relaxing and fun days - Batumi, you can even see both, but then several hours will be lost.
Batumi is quite unlike any other city in Georgia and although its location is a little out on a limb (more on that later), it is most certainly worth visiting and offers a fascinating contrast to other, more traditional, destinations in the country.
All three of them: Tbilisi, Batumi and Kutaisi are busy, vibrant and worth a visit. You should travel to Tbilisi to see beautiful yet crumbling capital with numerous Tbilisi attractions that will keep you occupied for at least 2-3 days. Old Tbilisi, the main touristic spot, looks like from a fairy tale really!
Traveling to Batumi is very safe
I walked through the city in the middle of the night, roaming the deserted streets with too much alcohol in my blood and I was not bothered taking a taxi as I felt completely safe. Even traveling to the outskirts of the city or local markets I felt totally safe.

Pros to living in Batumi:
A relaxed atmosphere for most of the year. Small city feel (population around 155,000). Has relatively modern infrastructure, less traffic & pollution than Tbilisi (though still a significantly annoying amount during the high season), shorter lines in the supermarkets, etc.
A gem hidden between Asia and Europe, there are plenty of things to do in Georgia. Warm-hearted people, Tbilisi's vibrant nightlife, delicious cuisines, Caucasian Mountains, deep forests, mysterious caves and stunning countryside, there is so much to see and experience in Georgia.
Batumi is full of skyscrapers, and the Alphabetic Tower is one such example. It expresses the uniqueness of the Georgian alphabet and people. Situated near the Ali and Nino statue, the tower is another main landmark of the city.
Is Georgia better than Armenia?
Armenia is excellent, it's only Georgia that's a little (sometimes a lot) better in almost everything. So, in general, we believe that Georgia is a better tourist destination, with a bigger variety of things to explore, from culture to natural beauty.
Batumi Botanical Garden. One of the largest botanical gardens in the region, this is a must-visit in Batumi. Inside the garden, you'll find walking and hiking trails plus a series of panoramic viewpoints.
Its notable tourist destinations include cathedrals Sameba and Sioni, Freedom Square, Rustaveli Avenue and Agmashenebeli Avenue, medieval Narikala Fortress, the pseudo-Moorish Opera Theater, and the Georgian National Museum.
The best time to visit Georgia is May, June or September, especially in the lowlands around Tbilisi, as you'll avoid the summer heat and humidity as well as the freezing winter. Autumn harvest time is well worth a mention, especially around the vineyards of Kakheti.

Re: What percentage of people in Batumi speak decent english? Well, you will do OK with just English at work, IT people usually speak English. But to "enjoy life", you will need to learn at least some language. If you start a family with a Georgian, she or he will definitely teach you.
The Georgian capital, Tbilisi, is generally a very safe place to visit. Be aware that the drivers can be a little erratic so you need to have your wits about you as a pedestrian.
