What is ARPA ship?
ARPA (Automatic Radar Plotting Aid) is a computerised additional feature to the Radar. ARPA takes feed of the own ships course and speed, and target's course and speed, and calculates the collision avoidance data and simplifies the need for the users to calculate the data themselves.
The Advanced Research Projects Agency (ARPA), an arm of the U.S. Defense Department, funded the development of the Advanced Research Projects Agency Network (ARPANET) in the late 1960s. Its initial purpose was to link computers at Pentagon-funded research institutions over telephone lines.
ARPA processes radar information much more rapidly than conventional radar but is still subject to the same limitations. ARPA data is only as accurate as the data that comes from inputs such as the gyro and speed log. Over the past 10 years, the most significant changes to the ARPA systems has been in their design.
(2) Each tank vessel of 10,000 gross tons or more operating on the navigable waters of the United States must be equipped with an ARPA.
An ARPA assesses the risk of collision, and enables operator to see proposed maneuvers by own ship.
The detected information was analyzed for comparison of their difference on characteristics. Results reveal that AIS can detect target ships with wider area coverage, larger quantity and more voyage information than ARPA radar. The latter can provide an active monitor to detect small ships that can not be done by AIS.

Fittings aboard tankers were made mandatory in 1982, or other classes of ships soon after. On an ARPA the radar observer can designate a “target” ship of interest and the ARPA calculates the speed and course of the ship and assesses the risk of collision.
What is the minimum range requirement standard for ARPA?
The ARPA facilities should be available on at least 3, 6 and 12 nautical mile range scales, and there should be a positive indication of the range scale in use. ARPA facilities may also be provided on other range scales permitted by resolution A. 477(XII) and, if provided, should comply with these standards.
The basic principle of radar is to determine the range to an object or "target" by measuring the time required for an extremely short pulse of very high radio frequency, transmitted as a radio wave, to travel from a reference source (own ship) to a target and return as a reflected echo.
ARPA errors.
These are caused by input errors from the radar which causes unstable computations and erratic target behaviour. Target swap. When targets become very close to one another it could confuse the ARPA computer and cause it to swap the data computed for one to the other vessel.
The main advantage of RADAR, is that it provide superior penetration capability through any type of weather condition, and can be used in the day or night time. Radar uses electromagnetic wave that does not require a medium like Sonar (that uses water) so can be used in space and air.
AIS is more accurate than radar since it is continuously fed with data from reliable sensors. Radar can have very poor accuracy when tracking a target. AIS maintains its accuracy and gives a prompt indication of changes in heading, and will give the rate of turn if it is available from the target.
AIS as an aid to collision avoidance
However, the user should not solely rely on the information from the AIS for collision avoidance. AIS is only an additional source of information for the OOW and only supports the process of navigating the vessel. AIS can never replace human expertise on bridges!

Where two radars are used, one radar can be kept on a longer range scale to obtain advance warning of the approach of other vessels, changes in traffic density, or proximity to the coastline. The other radar can use a short range scale, which helps to detect smaller targets easily.
