Your best bet is probably to look for capture enemy base missions, or just to keep looking in the Trading stations. If you still can't find it, stop looking and do GSO missions until you max out GSO grade 5, the game will give you a free payload terminal and you will be able to buy as many fabricators as you want.
This is just a sandbox style game. You build things to drive or fly and blow up AI vehicles. The exp system and end game is shallow, but the idea is just to build and have fun.
Overall, TerraTech is a fun sandbox game that will get your creative juices flowing as you build new stuff to take on the game's Campaign Mode before you dive into the multiplayer side of things.
The max level is 5 for GSO. Even though you can keep leveling up until the XP bar is maxed, it is still technically grade 5.

When you progress enough, you should unlock "SCU"s attached to one of the sides of trading stations, I think. Putting loose blocks near it will make them get sucked in, and then they will appear in your inventory. As you progress further, you should unlock "SCU" blocks, too, that you can place anywhere to do the same.
