Is Wembley in the congestion zone?
Wembley itself is not in the congestion charge zone.
Wembley is in outer London - it is not part of the charging zone.
It should be remembered that two major draws for coach traffic – Heathrow Airport and Wembley Stadium – are within the LEZ. Coaches that serve them will thus need to be Euro VI compliant from October 2020 if charges are to be avoided. Like the ULEZ, the LEZ day runs from midnight to midnight.
To reach Wembley Park by car, use the postcode HA9 0FA in your Sat Nav. Or just follow signs for Wembley Stadium when you reach the A406 North Circular from the M1, A40 or M25. If you're driving from central London, drive up the Harrow Road (A404) north-west until you reach Paddington Station, then take the A40.

You can pay in advance, on the day of travel or by midnight of the third day after travel. You need to pay a daily charge if you drive within the Congestion Charge zone 07:00-18:00 Mon-Fri, 12:00-18:00 Sat-Sun and bank holidays. No charge between Christmas Day and New Year's Day bank holiday (inclusive).
Other than ULEZ signage throughout the chargeable area, there are no toll booths or barriers. The only way you will know if you have driven through the ULEZ area without paying is when the official letter comes through your letterbox!
All exits facing central London, including for Costco, are inside the zone. Walthamstow Avenue is part of the North Circular Road and is outside of the ULEZ.

Where is the new congestion zone?
On 25 October 2021, the Ultra Low Emission Zone (ULEZ) expanded from central London up to (but not including) the North Circular and South Circular roads. The new zone is 18 times the size of the central London zone and now covers 3.8 million people.
Which postcodes are in the Congestion Zone? The following postcodes are within the London Congestion Zone: EC1, EC2, EC3, EC4, SE1, SW1, W1, WC1 and WC2.

The Congestion Charge Zone covers most of central London including the City of Westminster, the City of London and parts of the London Boroughs of Camden, Lambeth and Southwark.
The Brent Cross Interchange is outside of the zone but the exit for Hendon Way, southbound, is inside the zone. Drivers approaching central London from Hendon Way should exit onto the North Circular Road. All exits facing central London, including for Brent Cross Station, are inside the zone.
