The short answer is no. A non-US citizen, not resident in the US can't invest directly with Vanguard USA. A non-citizen who is resident in the US can invest directly.
Vanguard's account minimum is $0, but keep in mind many mutual funds may require a minimum initial investment. Vanguard funds have minimums that start at $1,000.
I handle my own investment portfolio here in SA, so definitely don't need a fund manager. Just need a platform which takes my money overseas and allows me to buy Vanguard ETFs of my choosing.
The easiest way to invest in the whole South African stock market is to invest in a broad market index. This can be done at low cost by using ETFs. On the South African stock market you'll find 1 index which is tracked by ETFs. Alternatively, you may invest in indices on Africa.
As far as I know, to use Vanguard you will need a Taxpayer Identification Number and a U.S. address. Since you are a non-resident alien and can't open an account online, you'll have to call them for the forms and information.

If you keep your US address it may be OK, but be careful of 2FA and travelling internationally if you aren't keeping a US mobile. Vanguard is not the most (in fact probably the least) expat-friendly company, but if you're just travelling temporarily you should be OK.
Does Vanguard allow foreign address?
