There are three type of countries that are eligible for the Horizon Europe programme: EU Member States, Third countries associated and other third countries.

EU Members States: Austria, Belgium, Bulgaria, Croatia, Republic of Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain and Sweden
Third countries associated to Horizon Europe:
- Albania
- Armenia
- Bosnia and Herzegovina
- Faroe Islands
- Georgia
- Iceland
- Israel
- Kosovo
- Moldova
- Montenegro
