There is life under the apparent stillness means a state in which everything seems almost still and inactive, but there’s still some activity in the background to show that it’s alive. The poet cites an example of Earth to explain this. At night and even during winter, everything on Earth seems still as if it’s dead. However, eventually, those same things and beings come to life. This fact that even though things seem still on Earth, they are actually full of life shows that there is life under the stillness. The poet suggests that we should learn from the Earth and keep still to introspect for some time, while still being alive beneath this stillness.
