Background

To create large size Investment Regions / Industrial areas and develop them as Global Hubs for economic activity supported by world class infrastructure The Government of Gujarat has enacted ‘The Gujarat Special Investment Region Act-2009’ and has come into force on 6th January, 2009.

The concept of SIR has been evolved in concurrence with Delhi-Mumbai Industrial Corridor, a high impact industrial area within 150 km distance on both side of DFC. (Dedicated Freight Corridor admeasuring 1499 Km from Dadri-NCR to JN Port-Mumbai)

Out of 24 industrial nodes identified on Delhi-Mumbai Industrial Corridor, 6 nodes are located in the State of Gujarat.

The foundation of the SIR concept aligns strategically with the Delhi-Mumbai Industrial Corridor, a monumental industrial zone spanning 150 km on both sides of the Dedicated Freight Corridor (DFC), measuring 1499 km from Dadri-NCR to JN Port-Mumbai. Notably, six out of the 24 industrial nodes identified along the Delhi-Mumbai Industrial Corridor are situated in Gujarat, emphasizing the state's pivotal role in this transformative initiative.

Key players in the development mechanism for SIRs in Gujarat include DSIRDA, MBSIRDA, GPCPSIRDA, Halol-Savli SIRDA, Navlakhi SIRDA, GIDC-Aliyabet SIR, GIDC-Santalpur SIR, and GIDC-Hazira SIR. The early bird projects in Dholera SIR signify a proactive approach to kickstarting development.

Infrastructure connectivity projects form a crucial aspect of this economic vision. The Dholera International Airport, designed to handle both cargo and passenger traffic, stands as a testament to Gujarat's commitment to world-class infrastructure. The project has reached significant milestones, with the Dholera International Airport Company Limited (DIACL) established as the project's implementing Special Purpose Vehicle (SPV). Site suitability has been confirmed by the Airport Authority of India (AAI), and a No Objection Certificate (NOC) has been obtained from the Ministry of Defense.

Moreover, the expressway connecting Ahmedabad and Dholera, along with the Mass Rapid Transit System (MRTS) linking Ahmedabad and Dholera, showcases the comprehensive approach to infrastructure development. The expressway project has completed its Detailed Project Report (DPR), while the MRTS project, aimed at high-speed passenger rail connectivity between Ahmedabad and Dholera Smart City, is progressing with an approved DPR and inclusion in the Japan International Cooperation Agency (JICA) Rolling Plan.

The Gujarat Infrastructure Development Board (GIDB) serves as the apex authority for SIRs, orchestrating the coordination and facilitation of information through the Information Facilitation Center for SIRs. This multifaceted strategy underscores Gujarat's commitment to establishing itself as a global hub for economic activities supported by cutting-edge infrastructure.
