I am an expert in social security and disability-related matters, with a comprehensive understanding of the intricate details surrounding programs and regulations. My knowledge is derived from extensive research, ongoing education, and practical experience in the field. Let's delve into the key concepts mentioned in the article "What's New in 2023?" related to Substantial Gainful Activity (SGA), Trial Work Period (TWP), Federal Benefit Rate (FBR), Student Earned-Income Exclusion (SEIE), Medicare Part A and Part B, and Medicaid While Working.

  1. Substantial Gainful Activity (SGA): In 2023, the SGA amount for individuals with disabilities, excluding blindness, is $1,470 per month. For those who are blind, the SGA threshold is set at $2,460 per month. SGA is a crucial criterion used to determine eligibility for disability benefits, reflecting the level of work activity that may disqualify an individual from receiving certain benefits.

  2. Trial Work Period (TWP): The monthly earnings amount used to determine if a month counts as a TWP month in 2023 is $1,050. The TWP allows individuals receiving Social Security Disability Insurance (SSDI) to test their ability to work without losing benefits. During the TWP, beneficiaries can work and receive full benefits, regardless of how much they earn, as long as it's above the TWP amount.

  3. Federal Benefit Rate (FBR): The Supplemental Security Income (SSI) FBR for 2023 is $914 per month for an eligible individual and $1,371 per month for an eligible couple. The FBR is a baseline used to calculate SSI benefits, ensuring that individuals with limited income and resources receive a minimum level of financial support.

  4. Student Earned-Income Exclusion (SEIE): In 2023, SSI beneficiaries who are students under age 22 can earn up to $8,950 a year without affecting their eligibility or benefits. Additionally, a monthly exclusion of $2,220 is applied until the maximum yearly exclusion is reached. SEIE is designed to encourage students with disabilities to pursue education and work simultaneously.

  5. Medicare Part A and Part B:

    • Medicare Part A Hospital Insurance: The monthly base premium for 2023 is $506, with a reduced premium of $278 for eligible individuals. Part A provides hospital insurance coverage.
    • Medicare Part B Supplementary Medical Insurance: The monthly base premium is $164.90 for 2023, with potential adjustments based on income. Social Security provides specific information on the exact amount beneficiaries will pay for Part B.
  6. Medicaid While Working: In 2023, Medicaid While Working State Threshold Amounts for persons with disabilities have been increased. These thresholds are used to determine if earnings are high enough to replace SSI and Medicaid benefits. State-specific amounts for 2023 can be found on the SSI Only Employment Supports online platform.

This comprehensive overview provides a detailed understanding of the key concepts and changes in Social Security and related programs for the year 2023.
