Procedure[edit]

Apply In-Person

  1. To Apply for DOT Certificate of Authority to Operate (For Businesses Under Quarantine), the applicant has to approach the Department of tourism regional offices link
  2. Ask for a Letter of Intent Template and Sworn Statement of Undertaking. The Accreditation Officer will provide the forms with instructions on how to complete and submit the completed forms.
  3. Complete the Letter of Intent and Sworn Statement of Undertaking and submit it together with a copy of your establishment's Certificate of Accreditation to the concerned Regional Office.
  4. The Accreditation Officer will evaluate the documents that you have submitted.
    • If incomplete: If the there are any lacking requirements, your application will be returned to you and DOT will tell you know which documents you lack.
    • If complete: The Officer will schedule and conduct an inspection within 10 working days after receipt of complete and correct documentary requirements.
  5. The inspection may be conducted in person or virtually.
    • Physical Inspection: The inspector will personally visit the establishment and validate its compliance with the prescribedHealth Safety Guidelines link
    • Virtual Inspection: If physical inspection is not possible or impractical, the inspector may conduct a Virtual Inspection of premises through video conferencing and photo documentation.
  6. After inspection, the DOT Team will discuss its initial findings to the establishment’s authorized representative.
  7. The DOT Officer will submit his/her inspection Report to the Division Chief and Regional Director for approval.
  8. If the establishment is found complying with the Health and Safety Guidelines a Certificate of Authority to Operate will be issued. If not compliant, a Letter of Non-Coverage will be issued instead. For AEs that has undergone Virtual Inspection of its premises, a Provisional Certificate of Authority to Operate (PCAO) valid for six (6) months, and may be extended for another six (6) months shall be issued.
  9. DOT will notify the applicant by email once their application is approved.
  10. The signed Certificate will be released to the applicant via email.
  11. This entire process can be completed within 15- 30 days or as per the timeline advised by the respective department authority.

Fees[edit]

  • The fee for this procedure is free of cost.

Validity[edit]

  • The Validity of DOT Certificate of Authority to Operate (For Businesses Under Quarantine) is for 6months.

  • Applicants must complete the application form before submitting it. Incomplete applications will not be accepted.
  • Applicants must provide genuine information while applying for this procedure.
  • DOT–accredited hotels and other accommodation establishments may submit a Letter of Intent to Operate to the DOT Regional Office with jurisdiction over their area. Non–DOT–accredited hotels and accommodation establishments will need to apply for accreditation first before that can apply for a DOT Certificate of Authority to Operate.
