Leadership

Our executive management team comprises seasoned professionals with decades of experience in the government, military and private sectors. Additionally, Constellis is guided by a distinguished board of directors responsible for corporate governance and oversight of the company.

Executive Leadership

Terry Ryan joins Constellis as Chief Executive Officer following his tenure as lead director of Constellis.

Mr. Ryan has over 20 years of successful executive-level experience in the federal technical services market, including past service as CEO of Adroit Systems, VTG and Tenax Aerospace. He also held senior executive positions at SAIC, Mercury Systems and ManTech International, and he has advised past Directors of the CIA and DARPA on advanced technology issues. Mr. Ryan served many years in the federal government as the Director, Intelligence Surveillance and Reconnaissance Systems, Office of Secretary of Defense, Deputy Director, Defense Airborne Reconnaissance Office, and as a professional staff member on the United States Senate and House of Representatives Intelligence oversight committees. Mr. Ryan also served the United States as a Marine Corps infantry commander and intelligence officer.

Chief Executive Officer

Darryle Conway is the Chief Growth Officer at Constellis, responsible for overseeing the company’s corporate strategy and business development efforts. He joins Constellis with over 20 years of experience leading strategic planning and business development efforts for government and commercial customers, working across more than 70 countries.

Before Constellis, Mr. Conway held numerous leadership positions at Nathan Associates, PAE Global Mission Services (GMS), Raytheon, Raytheon Technical Services Company, and SAIC.

As Chief Operating Officer (COO) of Constellis, Paul P. Donahue oversees the daily operations of the company.

Paul has 25 years of experience in the financial and operational management of government, public, private and private equity organizations. Previously, he served as treasurer and chief financial officer for Centerra, responsible for all financial operations. Paul became the COO in 2006, President in 2010 and CEO in 2012.

Darin Cabral is the Chief Financial Officer of Constellis. As CFO, Darin is responsible for the oversight of all financial strategy and financial operations.

Darin is an experienced financial executive with a track record of delivering profitable growth across multiple business cycles. He brings nearly 30 years of experience leading domestic, international and global financial operations and M&A integrations operating in commercial, enterprise and government contracting environments. Prior to joining Constellis, Darin held senior leadership positions at Peraton, Perspecta, DXC Technology, Hewlett Packard Enterprise and Hewlett-Packard.

Olivia Fines is the Chief Legal and Compliance Officer at Constellis. Olivia oversees and directs all legal and regulatory compliance related matters, including litigation, investigations, contracts, corporate governance, health and safety, environmental, as well as ethics and internal audit functions. She also serves as the Company’s Corporate Secretary.


Prior to joining Constellis, Ms. Fines served as the Senior Vice President, Deputy General Counsel, and Chief Compliance Officer at Parsons Corporation, where she led and managed the International Trade Compliance Team, the FCPA Due Diligence Team, and the Global Ethics Program and Team.

Chief Legal, Risk and Compliance Officer

As President of Global Support Operations for Constellis, Jim Noe leads the company's training and mission support lines of business for which he is responsible for all operations and strategy. With more than 20 years of experience in the field, he is one of the nation's leading experts in preparedness training.

Jim previously served as president of his own technology management company, Eon, LLC. Prior to Eon, he served as president of O'Gara Training and Services where he oversaw the acquisition of three companies and their subsequent integrations into one operating division. Jim also served as a program manager for DoS for two years during which he provided chemical and biological terrorism training for the Department of Diplomatic Security, training for the Anti-Terrorism Assistance Program in Manila, and was responsible for the development of training programs for DoS regarding weapons of mass destruction.

President, Global Support Operations

Gerard Neville is the President of North American Operations at Constellis. He is responsible for the day-to-day operations of Constellis’ domestic programs to include contract operations, strategic planning, customer relations, transitions and emergency responses.

Prior to his current position, Gerard worked for an international security firm for 11 years, rising quickly through the ranks to become the senior vice president of operations. In this role, he was responsible for the administration of all company-held federal government and commercial security programs throughout the United States to include the Department of State (DOS), the United States Marshals Service (USMS) and the Department of Homeland Security (DHS). Gerard came to the private sector after a distinguished career in law enforcement that spanned more than 21 years, beginning with the New York Police Department (NYPD) and culminating as the Chief of Police for the Aquia Harbour Police Department in Virginia.

Michelle Smith is the Vice President of Human Resources at Constellis. Michelle leads all human resources functions and is responsible for the development, implementation and execution of Constellis’ human resources strategy, structure and processes. By focusing on the company’s most important asset – its people, she ensures the company is positioned for long term success.

Before joining Constellis, Michelle held a leadership position at Whitney, Bradley & Brown (WBB). Michelle has an MBA from the University of Maryland University College and Bachelor of Science in Human Resources Management from Virginia Commonwealth University. Michelle is also certified by the Society of Human Resources Management and holds a SHRM-SCP.

Andrew Hartsog is the Vice President of Special Projects, focused on technology and National Security.


He arrived at the company after a distinguished career at the Central Intelligence Agency (CIA) and previously served with U.S. Army Special Forces. Mr. Hartsog retired from CIA in 2023 as a Senior Intelligence Service (SIS) Executive after 23 years serving as a Paramilitary Operations Officer and Operations Officer with multiple assignments as a Chief of Station (COS), Chief of Operations (COPS) for a Special Activities and other leadership positions both overseas and at CIA headquarters for the Directorate of Operations (DO).
