Are you comfortable being out of the Indian culture - family, friends, language and festivals?
Are you looking for a better future for your kids or family?
Are you aware of the challenges of settling in a country where you need to learn the language and working style?
Are you willing to give 42% of your salary as taxes (salaries above 56k are taxable at 42% in Germany). These “taxes” include, for your family :
Pension insurance at 9.3%,
Unemployment insurance at 1.5% and
Taxes for the rest.

Are you willing to travel in public transport rather than use a car all the time?
Are you willing to do all the household chores by yourself and can survive without maids and household staff,
Are you willing to make a choice between travelling to India or withing Europe for vacations and spend for it?
Are you comfortable with the winters (lowest temp this winters in Berlin was about -2 degrees, without the wind chill. It will feel like -6/-7 with the wind chill),
Apart from the temperature in winters, are you fine with grey cold days with daylight (not necessarily sun), from just 8.30am to 3.30pm?
Are you moving for a better career and life or just for the money?
You are in a situation where both the offers are good, based on your personal perspective. What will make the relocation worthwhile is that you are able to also enjoy the life and culture of Germany and Europe.If your plan is to relocate for 3–5 years and then move back to India, its not worth it. You will take atleast 2years to just settle down in Germany.
At 70k annual salary, you will have a comfortable life in any part of Germany. While Munich and Stuttgart are relatively expensive compared to rest of Germany, its not close to the costs of a global city (London, Paris, Amsterdam etc). The average German salary is ~36k, so your offer is almost double the German average earnings.
