International Surveys: Foreign Direct Investment in the United States (2024)

BEA's surveys of foreign direct investment (FDI) in the United States collect information that is used to compile statistics on the scale of foreign-owned business activities in the United States and the effects these activities have on the U.S. economy. Business leaders look to these statistics to make informed decisions about hiring and investing. Policymakers and researchers use them to analyze the impacts of foreign direct investment on employment, wages, productivity and tax revenues.

All surveys of foreign direct investment in the United States are mandatory and confidential.

  • Required for each U.S. business enterprise when a foreign entity acquires a direct or indirect voting interest of at least 10 percent. Also required for each U.S. business enterprise when a foreign entity establishes a new legal entity in the United States or expands its operations to include a new facility.
  • Required for each directly-owned U.S. affiliate whose assets, sales, or net income (loss) exceed $60 million at any time during the fiscal reporting year. Also required for each indirectly-owned U.S. affiliate with an intercompany debt balance with the affiliated foreign group.
  • Required for each U.S. business enterprise owned or controlled, directly or indirectly, by a foreign person or entity at the end of fiscal year 2023. Filing requirement also subject to contact by BEA.
  • Required for each U.S. business enterprise owned or controlled, directly or indirectly, by a foreign person at the end of 2022. Filing requirement is NOT subject to contact by BEA.
  • Required for each U.S. business enterprise owned or controlled, directly or indirectly, by a foreign person or entity at the end of fiscal year 2021. Filing requirement also subject to contact by BEA.

When are the forms due?
No later than 45 days after the acquisition is completed, the new legal entity is established, or the expansion is begun.
